Anti-Social Behaviour - General

Issued 07 August 2026

Anti - Social Behaviour has been highlight by members of the public as being an increasing problem within the Manadon area. In England and Wales, anti-social behaviour is generally defined as conduct that causes, or is likely to cause:

Harassment, alarm, or distress to another person.
Nuisance or annoyance to people in relation to their homes.
Conduct capable of causing housing-related nuisance or annoyance.

Examples can include:

Persistent excessive noise.
Verbal abuse or intimidation.
Harassment of neighbours.
Vandalism or criminal damage.
Nuisance motorcycles or vehicles.
Drug-related activity.
Aggressive or threatening behaviour.
Repeatedly allowing dogs to cause nuisance.

Not every disagreement between neighbours is ASB. For example, an occasional noisy party, a one-off parking disagreement, or personality clashes may not meet the threshold. However, if the behaviour is persistent, unreasonable, and negatively affects others, it may be considered ASB.

Should you experience any of the above and/or want to discuss concerns then please contact us via email or 101

Manadon policing team will conduct high visible patrols in and around the area to ascertain what streets are problematic and robustly deal with illegal e-scooters/bikes. We work closely with other supporting agencies and residents to combat this problem together.
E-scooters/bikes are illegal to use on the road or in public places, such as parks, street pavements, and shopping areas. We are limited on dealing with some of the bike riders when it comes to a chase due to hazard and public safety.
If you use a privately-owned e-scooter/bike in public, you risk the vehicle being seized under S.165 of the Road Traffic Act 1988, for not having any insurance.
Our team will hold regular ‘Chat with Cops’ within your neighbourhood every 4 weeks so please come and voice your concerns.

Update 25/03/26 - There has been a reduction in calls from the public regarding this issue however we ask residents to continue their support as this is of great value to the local policing team.

09/05/26 - No further reports this month regarding anti social motorcycle's within the Manadon area. We are aware this is an ongoing issue in the surrounding areas and will deal with this robustly.

17/06/26 - Neighbourhood policing teams will continue to work closely with partner agencies and local residents to address this issue collectively. Please be reminded that privately owned e-scooters and similar vehicles are illegal to use on public roads and in public spaces, including parks, pavements and shopping areas.
While we are committed to tackling this behaviour, there are occasions where pursuing riders is not appropriate due to the risks posed to public safety. However, those found using uninsured vehicles in the public are at risk of having them seized under Section 165 of the Road Traffic Act 1988.
To support community engagement, our team will host regular 'Chat with Cops' sessions within the neighbourhood every four weeks. We encourage residents to attend and share any concerns.

Update 10/07/26 There continues to be significant Police interest in relation to the concerns around the use of illegal Electric Motorbikes. This is ongoing and Devon and Cornwall are reviewing policy which will increase the positive outcomes for those involved in Road Crime and associated criminality. We encourage members of the public to report sightings and any other information about these bikes to Police on line or in person at any Police Station, which are always treated in confidence.

Update - 07/08/26 There remains significant police focus on the illegal use of electric motorbikes within the community. This is an ongoing issue, and Devon & Cornwall Police are currently reviewing policies and enforcement options to further improve outcomes in tackling road crime and associated criminality.

We continue to encourage members of the public to report sightings of illegal electric motorbikes, along with any information relating to their use. Reports can be made online or in person at any police station and will be treated in the strictest confidence.
